Program Design and Implementation

  • Program Design. Good tools and procedures combined with efficient and well-trained staff are required to design and deliver high quality efficiency programs. We have helped a number of utilities meet these requirements. Examples of recent projects include a compressed air performance testing service for PG&E and a comprehensive commercial audit program at Seattle City Light. Our program for Seattle was recently the subject of an independent evaluation. That study found that it delivered savings at a cost of 22 mills/kWh to the utility.

  • Program Implementation. We have assisted a number of our clients with the administration of commercial and industrial programs. This usually involves the technical review of customer applications or the inspection of improvements made to customer facilities and equipment. Often we are asked to interact with the customer or third parties representing the customer to clarify savings calculations, measurement and verification plans, or other information that is needed to qualify the project for an incentive. We have performed these tasks over the past three-years in support of the SCE and PG&E Standard Performance-Contracting program. During the last three years supporting SPC, we have reviewed more than 150 customer applications and more than 25 customer-prepared, first-year savings verification reports. We perform similar work for the PacifiCorp Energy FinAnswer program. For that program we participate in peer-to-peer quality control reviews of the detailed audits that program requires before committing to incentive payments. In a similar assignment for PG&E we were responsible for conducting and independent quality control review for samples of applications (more than 200 applications) and supporting technical documentation prepared for that utility’s commercial and industrial rebate program. Recently, SBW was awarded a contract from by the California Public Utilities Commission to implement the Compressed Air Management Program. We will be responsible for all administrative work on this program.
